CAC INDEX - Climate Adapted Cities European Index

​

The European Climate Adapted Cities Index - CAC Index shows the degree of adaptation to the European Srategy and the corresponding National Climate Change Adaptation Plan, which the european cities included in the Index have accredited annually during their certification process as climate adapted cities.

1  Index Objectives

  • To show the current level of adaptation to climate change of the European municipalities included in the Index, according to the EU Strategy on Adaptation to Climate Change and the various National Climate Change Adaptation Plans.

  • To offer them a practical tool that allows them to continuously assess their level of adaptation to climate change, helping them to design and implement adaptation strategies and plans that enable them to improve it, according to the standards and recommendations of the reference frameworks.

  • To accelerate their climate resilience and sustainability in the face of new risks arising from climate change.

  • To publicly recognize their commitment to combating the effects of climate change, as well as their level of adaptation and resilience to them.

2 Cities Tipology 

The municipalities will be grouped according to their population to ensure consistency between adaptation requirements, their size, and the levels of adaptation and resilience pursued based on their characteristics:

  • Fewer than 10,000 inhabitants

  • From 10,000 to 60,000 inhabitants

  • From 60,000 to 150,000 inhabitants

  • From 150,000 to 500,000 inhabitants

  • From 500,000 to 1,500,000 inhabitants

  • More than 1,500,000 inhabitants

3  Selection Criteria

The preliminary criteria for pre-selecting municipalities for their participation in the inclusion process in the European Climate-Smart Cities Index are:

  • Level of commitment or sensitivity to the effects of climate change.

  • Determination degree to design or implement plans and actions against climate change.

  • Location in areas of special environmental value or high risk of vulnerability to the effects of climate change.

  • Level of integration of resilience criteria into the municipality's urban development and infrastructure policies.

The final position of each municipality in the annual Index will depend on the final score achieved by each municipality during the Climate Adapted City - CAC certification process developed by IIPSO.

4  Being part of The Index ...

In a scenario where the capacity to guarantee the climate safety of residents and visitors in the face of the effects of climate change (heat waves, floods, sea level rise, increased temperatures and sea level rise, wildfires, etc.) is becoming a key factor in choosing a municipality as a destination for residential, business, and tourism projects, being part of the European Climate-Smart Cities Index offers municipalities multiple advantages:

 

  • Certifying their level of adaptation and resilience to climate change, in accordance with the recommendations of the EU Climate Change Adaptation Strategy and the various National Climate Change Adaptation Plans.

  • Understanding the municipality's level of exposure to the effects of climate change and the most appropriate options for incorporating solutions to the growing climate risks.

  • Identifying their vulnerabilities and areas for improvement, and designing and implementing their action plans against the effects of climate change.

  • To enhance its environmental reputation among current residents and those considering relocating to the municipality in the future, whether for personal or professional reasons.

  • To strengthen its distinctive positioning as a climate-adapted and resilient city in the face of climate change, compared to municipalities that are not certified and are not included in the European Climate-Adapted Cities Index.
